Update kmousetool docbooks to kf5

remove entities kmousetool, kappname, package - either already defined in kdoctools or unused in kf5
bump date + releaseinfo
remove reporting.bugs+updating.documentation+ appendix installation - unused in kf5
adapt man page docbook to kf5options/qt5options
