-1, this would move it away from the color hierarchy used for example in the the Clock app. This was discussed at https://phabricator.kde.org/T14211
There is already a choice, with "Show Alternatives..." you can easily switch to the old behavior if you wanted. Although with "Minimize All" you can still get your minimized windows back if you click it again (instead of doing that automatically like "Show Desktop" when you click on another window).

I agree, the current one, also used when dragging a titlebar, makes the movement of the panel to one side of the screen a bit clearer

Replace icon with label
For such a widely known icon? Then why do we use so many icon only buttons everywhere? By this logic we would need to replace all things where there's only an icon with text.
By the way, the widget handle on desktop widgets also lets you drag it with an empty toolbar area.
I added a big "move" icon to the toolbar, so now it should be understandable on touch too.

but the discoverability is now lower (bad)
It is one of the first things you hover over when you edit the panel and since it now has a much bigger hover area it is quite easy to discover. From what I have see people were more likely to not look at the button. Also, the fact that the button needed an explanation tooltip already tells you that it wasn't intuitive to drag a button.
that wouldn't work when the panel is vertical because the bar would be too narrow to contain text like that without looking weird
This is already case with the tooltip that shows when you click the button, so it wouldn't look much worse.

Allow dragging toolbar to move panel
Most people, especially the ones coming from Windows (like LTT), expect the button in the corner of the panel to minimize all windows instead of just showing the desktop for a while (which isn't even that useful as there are no default desktop icons or widgets). When they click on a window in the task manager or open a new one all of their windows show back up, which is annoying if you wanted to minimize all windows to clean up your cluttered workspace.
