Fixes T13240

0.6 is old, 0.7 should be the last but according the maintainer
there is a bigger problem with the snorenotify status.

For now just reset the stable branch, as we weren't tracking it anyway
(probably forgotten).

kbibtex-testset has no branches.

It is not used anymore.

Do not track anymore the last Qt4 version for those libraries.
The translations haven't been extracted for a long time (and kdelibs
hasn't been handled anyway for a while).

They are not really meant to contain translatable contents.

The following repositories have no i18n handled by scripty
and their i18n branches are reset:
- ocs-server, aether-sphinx, kde-org-applications-extractor,
  wordpress-koan-theme

On the other hand, kate-editor-org is handled and its i18n
branch is now enabled.

Set the stable branch accordingly.

user-manager has two open branches (Plasma/5.18 and
Plasma/5.19), so it must stay active for now.
