Document how to determine which optional dependencies are used (e.g. QtWebKit instead of QtWebEngine

Summary:
As long as QtWebKit remains a supported option for documentation rendering users might want an option to build KDevelop against that library even if QWE is present on their system.

KDevelop uses enough resources of its own, so an option to avoid using the additional resource-hungry QWE is very welcome (after all, many will probably already have a chrome-based browser running).

This patch is the simplest possible implementation, and doesn't advertise itself by creating an option variable in the toplevel CMake file. I'd be happy to add that possibility though.

Test Plan: It would be nice if CMake's summary printed a list of optional dependencies that were disabled explicitly.

This moves the code into a subdirectory so it can be imported into
kdevelop without loosing the history. Also needed to adjust references to
CMAKE_(SOURCE|BINARY)_DIR to point to the project dir to make it build.

A bit description, install-info, requirements etc. Also add the
GPLv3 license.

Everybody who wants to change something in kdevelop/lib or one of the plugins
that are copied to the platform (snippet, teamwork, konsole, filemanager,
duchainviewer):
Don't, checkout kdevplatform and do the change there. I'm starting to port
kdevelop to use the platform tomorrow and expect to be done on wednesday
evening. I will do this in a separate branch and the first thing that will
happen are deletion of lib/ and the mentioned plugins. So any changes you do
between now and the time I merge the branch back may get lost.

The files didn't have proper history from the cp, because svn did a filesystem cp + svn add due to the fact that I did an svn cp between two local working copies.
I'm redoing this now using trunk/KDE as working copy. That way history will be preserved, sorry for the inconvenience.

Import the code from kdevelop/lib and kdevelop/plugins, along with the Architecture api documentation and some other files
Added a first version of a FindKDevPlatform.cmake module to make it possible to find the platform libraries and includes
Renamed simpleoutputview to standardoutputview
Plugins that are imported are: cvs, duchainviewer, filemanager, genericprojectmanager, konsole, projectmanagerview, snippet, standardoutputview, subversion and teamwork
Moved vcs and outputview interfaces into their own module as both provide a library

I just found out that we need to do replaces in 44 files named script in
languages/*/app_wizard/*/script but teatime's Find-select-and replace tools seams to ignore all sript files. So we can not use it :-(
