Add an alert mentioning the Kirigami Staging API website

This adds a hardcoded alert message as a shortcode called kirigami-staging-api.

Slightly modified to be collapsible so it still stands out but is non-intrusive.

This requires some further improvements to the Kirigami QDoc: frameworks/kirigami!1720 (merged)
