Removed personas from the HIG

I have never seen personas get used in any design, ui or ux discussion for the last couple of years in the VDG.

Personas should always be based on the data data collection from real users, and they need to be adjusted over time. If they have been based on researched data, this information seems to be lost, and there was never any research done, to adjust them. And as far as I know there are no plans for any new research either.

So I would, recommend to just remove them.
