Add more-image-formats.rst

This is a proposal that allows formats other than png to carry the layer image data in OpenRaster. Such a change could result in significant space savings, but has large compatibility repercussions.
Largely inspired by a comment in the JPEG-XL subreddit. I am a bit too serious about this stuff.
