Added WILPSettings class for user interface of "Light Pollution Settings" page in WI settings dialog.

Currently the settings for WI are not retained in between successive
executions of KStars. Through the KConfigDialog the settings can be
put in kstars.kcfg so that the values are retained between separate
execution of KStars.

rewrite the search using pkg-config first, with the version provided to find_package as eventual version constraint;
if found (or when pkg-config is not available), go ahead and find the include dir, data dir and the libraries (with the pkg-config hints).
