Focus timer bug fix

Bug fix for timer focusers where focus was not signalling capture after a focus offset filter movement. This fixes user reported bug: https://www.indilib.org/forum/ekos/13575-focus-new-feature-for-build-filter-offsets.html#97225

In addition, I have disabled Adaptive Focus and Aberration Inspector for relative and timer focusers. It is likely that these focusers will not be accurate enough for these functions to provide value and just cause confusion.
