Turn off Focus Advisor Defaulting for New Ops

Temporarily turn off Focus Advisor defaulting on new OTs as it breaks existing test cases for some reason. When I come up with a better way of doing this it may be reinstated.

Tweaked default params that were not working well with Donut Buster.
