Bugfix for correct activation of dome and weather UI

Wolfgang Reissenberger requested to merge wreissenberger/kstars:bugfix_observatory_activation into master

UI controls for dome and weather devices on the observatory tab are not always activated correctly. This change fixes this so that the dome and weather controls are active if and only if the corresponding device is connected.

Test Plan

Add a weather and a dome device to your test INDI server. Check whether the observatory UI reacts correctly upon connecting and disconnecting the weather and dome device.
