WorksheetView actions and contextmenu actions are not synched

When worksheetview actions are disabled they are not automatically disabled for the plot context menu

Use tests/multirange/data/TestMultiRange.lml

1. Select first plot
2. Check actions in the left toolbar (some are disabled)
3. Check action in the context menu (any are disabled)
