Description: Disable vector blf temporarly

Reason: Currently on windows the lib is installed to /lib but labplot is searching it in /bin. Therefore it is not possible to open labplot anymore. Workaround: Copying the vectorblf.dll from the lib folder into the bin folder solves the problem
