Map themes are supposed to provides tile levels in the range of
[0, ..., maximumTileLevel]
or [0, minimumTileLevel, ..., maximumTileLevel]
This way it is is possible to have a gap in the supported tile levels

OSM/Mapnik bitmap tiles below the vector map
via the legend in Marble. This allows for better discovery
of rendering differences between the bitmap and vector version.

Pass EXPERIMENTAL_VECTOR_TILING=TRUE to cmake in order to install and
use the map theme.

Extend .dgml by a tileSize tag (width and height attribute), usable inside textureLayer tags. Such .dgml files are backwards compatible.
Handle 'base tile missing' case more gracefully and return an empty image instead of triggering an assertion.
Move the default tile size (675) to global.h and replace hardcoded default tile sizes with it.

Limit the maximum zoom value to one closer to the maximum tile level. Zooming in very close has little practical use and causes problems when double precision is not available.

If maximum tile level is not configured, behaviour is like before,
that is, the autodetection code is used.
For the map themes using this option Marble does not scan the filesystem
for tile level directories repeatedly anymore and also pointless HTTP requests
for non existing tiles are prevented.

Downside of using this option is that new tile levels which might be made
available on tile servers will not be used automatically anymore.

for different groups of hosts (in practice per map theme) and usage types.
Only usage type for now is "Browse" when browsing the map. For the planned
"download region" feature we need however to distinguish between "Browse"
and "Bulk" download as this affects the number of allowing concurrent
connections.

As download policies for openstreetmap.org this patch also adds these policies

    <downloadPolicy usage="Browse" maximumConnections="20" />
    <downloadPolicy usage="Bulk" maximumConnections="2" />

to openstreetmap.dgml.

Key points:
- In MarbleModel::setMapTheme the HttpDownloadManager is made aware of download
  policies. This was the best place I could find.
- HttpDownloadManager checks if a download policy which is about to be added
  is in place already.
- GeoSceneTexture is no longer copiable which apparently does no harm.
- If a parser error occurs within a download policy element it is ignored.
  In such a case the default download policy will be used.
- HttpDownloadManager::addJob has got a DownloadUsage parameter which is not yet
  used also because the default of DownloadBrowse is sufficient for now.
