Add support for high-contrast mode on Windows

This adds a color preference for the high-contrast mode (currently only for Windows). If the user activated the high-contrast mode then the app should use the system-provided high-contrast color scheme instead of a light/dark color scheme.

This MR is part one of the changes to address kcolorscheme#2 (closed).
