Add national holidays for Malta in both English (en-gb) and Maltese (mt)

This MR adds two files:

  • holiday_mt_en-gb: Maltese National Holidays, British English
  • holiday_mt_mt: Maltese National Holidays, Maltese

Syntax correctness was tested as per README.md instructions. See attached log: kholidays_debug.log

I noticed support for Maltese holidays doesn't exist and because I missed my holiday planning I decided to take things into my own hands and rectify this situation :) Starting with kholidays seemed like the easiest thing to do.
