Fix inconsistent icon selection at different scale factors
Now the icon file is selected independently of the screen scale.
The issue can be seen when the screen scale is set to 200% and one selects system-shutdown in iconexplorer. Since there are only 22px and 32px versions and the scale used to be applied before the lookup, for 16px the wrong version used to be shown, which has thinner lines.
