Move File ActionType to a dedicated header in core. Move sharedfd_p.h to a dedicated header in core. Remove- kauth_file_helper dep on KF5::I18n.

It seems to make a lot more sense to have the kauth file helper in a dedicated dir instead of buried in ioslaves/file.

It seems to be not installed since 65ab5e9a so I could probably simply instead remove it.
