Global toolbar: base controls visibility on presence of toolbar in the page

different pages might have the global toolbar visible or invisible. we can't show navigation buttons on pages that don't have a global toolbar or it gets kindof a mess, as shown by plasma-settings

if a page disables explicitly the global toolbar, disable the back button as well
