PageRowGlobalToolBarUI: use open-menu-symbolic

This icon is more widespread in icon themes than application-menu, and more importantly, doesn't fallback to application-x-generic, which is a permissible fallback icon for application-menu by the spec, but obviously not the fallback we want.
