Make ksendbugmail executable unique for a given major version

For Windows builds, applications intended for the libexec directory are installed in the bin directory, which may conflict with applications of the same name from another major release in distributions such as openSUSE that provide cross-compiled packages for Windows.

To avoid special cases with different platforms and the resulting increased support effort, the name is adapted for all platforms.
