Made About KDE Dialog Public

Ayush Singh requested to merge oreki/kxmlgui:public_about_kde into master

Some applications like Elisa do not use the help menu. However, they still need an About KDE dialog. For such applications, this dialog needs to be public.

Might also be useful in plasma mobile.

This is my first commit and I am not all that familiar with KDE Development. There does not seem to be any regression in tests right now and the help menu still seems to work with Konsole.
