Limit ToolTip width
This uses some fancy logic I found by trial and error while working on qqc2-breeze-style. It's slightly hacky, so I didn't add it to qqc2-desktop-style right away. I wanted feedback first. @carlschwan wants this for kirigami!271 (closed), so I'm adding it now.
