Add Starlark syntax highlighting

Starlark's syntax is a strict subset of Python's, but the semantics may be different. Summary of changes:

  • Most Python keywords are removed but still reserved
    • match and case are not listed in the Starlark spec, so I have not included them here. This may change in the future.
  • Lots of builtin functions are removed
  • No u, f, t, or regex strings
  • Byte strings can have unicode characters
