GIT_SILENT manually merge release versions from release/19.12 branch, in future this will be cherry picked along with the branch commit

In case of conflict in i18n, keep the version of the branch "ours"

gcc was compiling these two classes had copy constructors but not
assignment operators. Switched to using the default for both since the
copy constructor was just doing that

Last version increase was 4 years ago and there's been more than 100
commits since, that proves we need auto-updating version by the release
management gods :)
