      This optimises the scrollbars on the collection listview and the puzzle
      table for Fitt's law. Also, the visual clutter of multiple widget
      borders is reduced.

      Previously, when one pressed Ctrl+LMB in the default trigger
      configuration, MovePiece would be triggered because LMB matches Ctrl+LMB.
      This is clearly wrong, we want SelectPiece instead which matches
      Ctrl+LMB exactly. So now, those interactors which have exactly matching
      triggers are prioritized compared to those who do not match.

      The "puzzle table" in this string is actually the "puzzle table area"
      (as used everywhere else, including the documentation). The puzzle table
      is the complete widget, while the puzzle table area is that part of it
      where pieces can be moved.

      Allow triggers without modifier keys to match any modifier state. · 0e8b0a85

      For example, if MoveViewport is set to "Ctrl+No-Button" and MovePiece is
      set to "Left-Button", I expect that pressing Ctrl while dragging moves
      the viewport while the piece selection is still active. Until now, the
      MovePiece interaction was ended when Ctrl was pressed, and restarted
      when Ctrl was released.
