Enable the color sampler to sample color from the parent layer

By adding a parent layer as a new sampling source, the color picker uses the current layer group as the sampling source for sampling. At times, artists may set a blending mode for a group and then draw within the group. If sampling can be done separately from within the group, it may improve painting efficiency.
