Draft: Windows: Limit detected function keys to F1–F12
Some applications may send unexpected key codes (e.g., F22) and keep them pressed, which results in Krita's modifiers and mouse clicks not working.
This change restricts the range of detected function keys from F1–F24 to F1–F12 on Windows.
