Update Python to 3.13
Temporarily switches Krita to use the Python 3.13 deps branches, to make sure it works on all platforms.
Also, autodetect the version number of Python in build-image.sh, instead of hardcoding it in the path names.

Test Plan
Compile and run Krita on all platforms other than Android, make sure Python scripting still works. (Run this script in Scripter:)

If this is not possible, the commits shall be reverted, and a notification with the reasoning and any relevant logs shall be sent to the mailing list, kimageshop@kde.org.
