Make increase/decrease brush size actions work with Liquify
Because the brush size change canvas input works for it as well, so it really only makes sense that the keyboard shortcuts would too.

Test Plan
- Switch to the freehand tool. Actuate the incrase and decrease brush size actions (square bracket keys by default), observe that they work as before.
- Put something on the canvas you can smoosh around with liquify.
- Equip and activate the transform too.
- Switch to liquify mode.
- Actuate the increase and decrease brush size actions. Observe that they now change the size of the liquify "brush" instead of doing bugger all.
