Bump krita5.xmlgui version for Android only

Because we added new menu options that are only relevant there, but didn't bump the version number because nobody remembered that it was necessary. To prevent the same problem from cropping up in the future, the configure step now enforces a version bump when the file is changed.

Test Plan

Build Krita at d1b9d346a1d15969b6d531636dc71549096693d, install it on Android, make some toolbar customizations.

Then do the same with the master branch. Observe that some entries under the Settings menu are missing, like Change Interface Scale.

Build this commit, install it, observe that those entries appear.
