Another attempt to fix the locked modifiers state on Windows

It looks like Windows drops some key events when the user presses
Windows' window manager shortcuts, e.g. Alt+Space.

Steps to reproduce:
1) Press Alt+Space, see window title menu appeared
2) Click on the canvas to hide it
3) Now Krita is in a locked state. Press Alt key to unlock it.
