Certificate dialog: Add option to show QES certs

If you have a certificate to do Qualified Signatures, provide a way to trim down the cetificate list to only list those.

Also hide the filtering options if no qualified are available.

Qualified Signatures is a term used for signatures that are having actual legal standing in certain areas.
