Install newly-installed Flatpak apps if needed

"If needed" means:

  • After an OS update (not a rollback/roll forward)
  • If there are any newly-pre-installed Flatpak apps in the factory
  • And the user hasn't already manually uninstalled any of them

If all conditions are true, the system installs them from the factory repo.
