Analysis: switch the base to Fedora

## Pros
- Secure boot supported out of the box (unless we want to pre-install any unsigned out-of-tree modules…)
- Has stable releases with real QA
- Being RPM-based, more weird drivers are available (they're often distributed by the vendor as .deb or .rpm packages)
- Has a version of ffmpeg without patent-encumbered codecs
- Packages have changelogs we can parse and send along to the user in Discover
- Cultural proximity between KDE people and Fedora people
- Better-developed multi-arch support
## Cons
- Not the status quo; some amount of work and disruption to make it happen
- If we use their stable releases, we're tied at least somewhat to their release schedule
