Fixed Broken Links in Mainpage.dox

Kartik Ramesh requested to merge kartikx/digikam:fixingDoc into master

The DigiKam API page, had a few broken links. Namely the OpenCV link, and the link to KDE's library policies. I have updated Mainpage.dox to update the links.
