Right-click menu closes immediately after releasing mouse button (Windows)

While right-clicking on timeline or Compositions/Effects list, the right-click menu closes as soon as I release the mouse button. I can only choose menu entries by holding down the right mouse button and dragging the cursor to chosen menu entry.

While right-clicking in Project Bin or Project/Clip Monitor, the behaviour is correct: the menu stays open after releasing the mouse button, until I click somewhere else or hit Esc key.

The problem does not appear in Linux (KDE Neon Developer Edition).
