Add template for file template

Hello,

I have added a template to create a new file template. A created template can be easily installed/updated using the instructions from the README.md They also contain the workaround for the template updating and the trick to use the local install prefi.

The goal of this is to make the template system more accessible to new users and reduce unnecessary copy/pasting from the docs.
