Update cursor on slider controls and fix a couple up/down buttons for two inputs

Test Plan

Open up any of the int or double slider controls. Move your mouse over the "slider part". the icon should be a horizontal split icon. Now move over the up/down controls on the right. The cursor should change to a pointer.

Two sliders that now have working up/down controls

  1. Vanishing point assistant tool options. The density slider up/down buttons work now
  2. Multi-brush tool options. The Rotation slider up/down buttons work now
