Switch to Release Service driven versioning

Friedrich W. H. Kossebau requested to merge work/kossebau/switchtoreleaseserviceversioning into master

Needed adaption to rely on automation provided by release service.

A small pain point here are versions and the current generation of the the patch level.

I played around with some ideas how to calculate that based on an kde gear offset, with some assumptions about the release mode. But need more thinking, so the current patch has the approach taken elsewhere in KDE Gear.
