Summary:
introduce a cursor theme kcm ported to QML, following the new
design guidelines, alongside generic components that will be reused for
modules that are mostly big grid views, such as look and feel.

This reverts commit f9fe76cb, reversing
changes made to 3c4d1643.

As discussed in review 123473 this change brings more regressions
with limited benefit to the user.

Hence the review never got a ship it, and there
was a collective decision to not push it.

split the cursortheme kcm out in preparation for QML porting
