In KOffice2.2 the reporting library was dependent on non-library
components and as such building the lib was made configurable.
Now the lib builds fine within the rules of koffice libs and as
such should be streamlined with the rest of libs too which has
the bonus we remove some of the complexity in the configuration
system. :-)
