Do not require leading slashes in URL without protocol

the regex expected one of:
- http://...
- https://...
- ftp://....
- //...

while usually people just type "..." ie kde.org

Now //kde.org is no longer supported but kde.org will work

This reverts commit 7b772596.

* Begin replacing PlasmaComponents with Kirigami
* QtWebEngine.experimental is deprecated and its features have been added to the main module

Which is satisfied anyway if webengine is found.

In case of conflict in i18n, keep the version of the branch "ours"
To resolve a particular conflict, "git checkout --ours path/to/file.desktop"

QtWebEngine still bears some deployment nightmares, so make building the
webbrowser optional (if Qt5's webengine is found).
