Please note that the documentation does not respect the licensing policy. The document should be licensed under CC BY SA 4.0:
https://community.kde.org/Policies/Licensing_Policy#Policy (point 11).
As you @georgefb are the only author for now, it should be easy to relicense it.

No, the approved guideline explicitly says: Documentation must be licensed under the CC-BY-SA-4.0 or compatible licence.
(also thanks to the fact that CC BY SA 4.0 is one way compatible with GPLv3). Now, I'm not a lawyer, so maybe the compatibility of CC BY with CC BY SA means that also CC BY can be used, but I would just either
- use CC BY SA 4.0 according the rule (in fact it's the same as GPLv3, the current choice, for non-code) (that would be my choice)
- ask on the community@kde.org mailing list for further discussion (this may make relicensing more complicated if other people contributes to that docbook file in the meantime).
