Fix SDL consumer not updating to correct FPS, causing very choppy audio when opening a project with an fps different than default settings

Use rttr target as dynamic library when available

This fixes personal presets & custom builds to be hidden by
older package version

  - don't scale 'default' value: avoids mistakes breaking some filters
  - then easy switch to MLT 'animated' property when possible
