subtitler: add feature: framerate

hi subtitler is fantastic! i wish add new feature: framerate all texts find in timeline (track of subtitler) change it the framerate, why? beacuse if i find file srt wrong framerate example 23.9fps change to 25fps so will convert (moveing all texts each frames, like as transform scale)

target to change any framerate for subtitler for wrong framerate or person sends me his job subtitler file srt wrong so i can change it easy in kdenlive without lose time..

how make it? i think new button in widget icon: copy icon of "reload clip", click and will open little widget, there : where there is framerate from : [box] change to [box] and click "apply" or click "cancel"

if click "apply" so changed all text find in track of subtiler (items-texts will change effect frames and time in timeline)

i find information from aegisub:

Transform subtitle times, including those in override tags, from an input framerate to an output framerate.

This is useful for converting regular time subtitles to VFRaC time subtitles for hardsubbing.
It can also be used to convert subtitles to a different speed video, such as NTSC to PAL speedup.

for code: can look to aegisub information for how mkae it changed operation ok?
