Rotation flag issues render.

I have some footage that was taken with a GoPro that incorrectly assumed that the camera was upside down. To be very clear here, the camera was oriented correctly, but it rotated the output video to be upside down. This of course displays the footage upside down, and so I went into clip properties, and rotated the clip to 180 degrees with the rotate flag.
This change was reflected in the proxies, and the clip appeared to be upright. Unfortunately, when rendering out the movie, the result was that this footage was upside down.
The workaround for this is of course to completely disable auto-rotate, as I found out later.
It would then appear that the proxy render and the final render interpret the rotation flags differently, for GoPro Hero 10 footage, at least. From what I can see, the footage that comes from the GoPro appeared to be upside down on the initial import. Then, when I applied a 180 degree auto-rotation flag, the proxies appear to be correct way up, and the rendered output was upside down. One would assume that manually setting the auto-rotation flag to 0 would let the clip be right side up, but this is not the case, until the "Disable Auto-rotation" flag is set.
Unfortunately I can't provide a clip, as the smallest possible slice that "Extract Zone" gives me is 5.2mb, which is more than the 4mb upload limit to this site. So, here is a link to an extracted bit of the file on my Google Drive:
