Redesign the Effect Stack Widget

As part of our Effects Workflow improvements, we want to redesign the effects widget to make it look cleaner, allow easier reordering and maybe allow selecting effects to be copied/dragged.

• Review the design for the effect parameters widgets
• Handle Built-in effects (#1376 #351) and User added effects
• Introduce a new reordering system?
• Allow selecting effects?
