Rotate(keyframeable) effect doesn't work when clip is cut or segmented

Rotate(keyframeable) effect doesn't work on the second and following clip segment. Works on whole clip before slicing into segments.

STEPS TO REPRODUCE

1. Import clip to timeline
2. Cut clip into segments
3. Add rotate(keyframeable) effect to segment
4. First clip keyframe works, will rotate. Added Keyframes to following segmented clip will not rotate.
5. Moving 1 keyframe inside the clip with the mouse turns the clip black

OBSERVED RESULT

NO rotation on clip segments with added rotate(keyframeable) effect.

EXPECTED RESULT

When cutting video clips effect should work with keyframes.
Moving keyframe inside the clip with the mouse should not turn the clip black.
