pw-cli: implement set_param

You can do something like this to set some params:

pw-cli set-param 46 13 '{ "index": 5,
                          "props": { "mute": false,
			             "channelMap": [ "FL", "LFE" ]
				   },
	                  "direction": "Output"
			}'
